To control VoiceOver and Safari with gestures, you will have to wait for Snow Leopard. This is one of the many great features you will find in the new VoiceOver version coming with Snow Leopard in September/ October, a way to control VoiceOver and all your Mac software by using gestures. You can find more info about this in the accessibility pages at http://www.apple.com/macosx/accessibility/
