QuicktimePro will let you do this. You open the media file, Apple-J to pull up the movie properties window. On that window is a table with all the tracks of audio or video. Assuming the languages are not mixed into a single track you can select the row of the language you want to remove, stop interacting and go to the delete button at the top of the window and then save.
