Well, legally you can run OSX Server in an emulator on Apple hardware. Why you would want to do this is another question. It gets a little fuzzy as to whether there would be an issue running this virtualized OSX on a non-Apple box and it's a pretty sure thing you're not legal running OSX on non-Apple hardware directly. None of these are technical problems, just license issues. So if you're good with Google there are lots of tutorials and patches to be found out on the wild wild web. Apparently hacking netbooks to run OSX is a popular pastime.
