The cut command is not available in read-only boxes and lists. The copy command should be available in this case. Also, I don't think cut is available in file browser, because generally a cut item is only in the paste-board once cut, and if you cut something else that file would be lost. I wonder if any of the multi-cut buffer applications would enable cutting in the finder? I have never tried any of these add-ons.
