You're saying you have the Windows 7 installer ISO file? Then you can 
just create a new virtual machine by hitting command-N in Fusion, click 
continue without disk, and then choose the radio button that says "Use 
operating system installation disk image file" which should then pop a 
file picker to point it to your installer. You should be able to 
continue the setup from there.
