I believe they are talking about an electrode array which gives you  
feedback with leectrical impulses instead of pin mounted refreshable  
display. That is the one allusion or addendum to what the iphone  
already has through sound cues.

I find it interesting as it would allow, given the right resolution,  
to figure the street display not only in hotspots and points of  
interest but also in the actual topology of the place. There is a  
technology which uses the same principle whereas the rgb values,  
displayed in monochrome, allows the user to feel intensities on their  
fingertips. So the lighter the tone, the more intense the current.

Now there are obvious battery hurdles in this mechanism, but when  
considering an lcd or the iphone screen, to be more precise, there is  
already a current going through. So if one used a conductive material  
which is also transparent, and robust, the solution could be well  
within current technology means.
