I've not migrated to Snow Leopard yet, but here are two thoughts: you  
might have to interact first on the page where the download started  
playing.  In Cara's original post about controlling the play of  
streaming media in Leopard (early on) at:

you had to interact with the HTML area first, and even route your  
mouse cursor to your VoiceOver cursor with VO-Command-F5 before  
commands like pressing space to play/pause took effect.

Secondly, at least under Leopard there is a VoiceOver Utility (VO-F8)  
option under the web pane to check or uncheck:

Move VoiceOver cursor to a newly loaded web page checked check box

You might need to play with a similar setting in Snow Leopard.
