ON www.apple.com/accessibility/ the specifically call out Apple TV as a 
product they are committing to for accessibility.

"For more than 20 years, Apple has provided new and innovative solutions 
for people with disabilities, allowing them to access --- and enjoy 
using --- advanced technology products such as the Mac, iPod, iPhone, 
and Apple TV."

Apple TV seems to be just a MacMini minus some hardware features. There 
are hacks you can find to even load plain old OSX on it to make it into 
a cheap regular mac. The differences in capabilities between a mini and 
an appleTV seem to be more marketing driven then technical. Supposedly 
it's already running OSX under the hood so it's not unreasonable to 
expect Voiceover on AppleTV in the not to distant future. That said, so 
far in Apple TV's history Apple has kept it hampered so that you can 
only use it as a media center and not a real computer. I wonder if they 
won't either take off those constraints or allow the AppleTV-specific 
software to run on a Mini at some time. Why continue the artificial 
distinctions? Fear of AppleTVs running OSX cannibalizing mini sales maybe?
