As suual I'm behind on my email. I verified that triple click currently has no default action. Double-clicking home goes to favorites and a triple just goes back home again. Only after enabling the triple-click in preferences does it do anything useful.
I guess I can understand Apple not wanting to make this a default as some percentage of users would stumble upon it and then not know how to get out of it. Maybe something more obscure like a three finger touch while triple-home clicking. Something doable without sighted assistance but not easily stumbled upon. For those not familiar with VO on an iPhone accidentally enabling VO would be quite a bad experience.
