Yes, if you are referring to the special partition you go in to using cmd+r after powering on, yes, Voice Over WILL work. Press the power button and then emidiately press cmd+r and wait for about one minute then press cmd+F5. Voice Over will sstart and you can do what you need to do.
Now, if you are talking about the true route level of the drive, my understanding is that Voice OVer will not work. Sent from my Mac, the only computer with full accessibility for the blind built-in!
