I wanted to bring up a couple other things. First, Quicknav (left and right 
arrows together) lets you move around. Either move through the options with 
up-right or up-left and then up or down, or press the first letter of the 
option. To enable and configure first-letter navigation, open the Voiceover 
Utility with vo-f8 and go to Commanders, then the Quicknav tab.

Alternatively, press vo-u on a webpage and you can move through the element 
types with left and right arrows. Up and down arrow through the selected type, 
then press space, enter, or vo-space to jump to the element last spoken. I 
believe you can also type in here, and as you type, the selected items will be 
filtered by what you type, similar to navigating in Finder, menus, and other 
table- or list-based areas of OSX.
