Is VoiceOver on in the login window? This may be a foolish questions, but I have witnessed it happen, but you didn't have the caps lock on by accident when you were trying the password originally?
If you have reset your password, you might be seeing a dialog about your keychain, but VoiceOver should be able to be functioning. I'd need more details. Take Care John D.
