ÎHi, Try this. Navigate to the tool bar & interact with it. VO-Right-arrow to the Control bar & interact with it. I believe you'll land right on the BPM group. Interact with it & VO-Arrow to & fro between the Bar, Beats, & Tics. Set each one, as desired, by arrowing up & down. Remember, if you play the track again, you change all of this. I've made this easier by setting some hot spots, which are very stable in this version of VoiceOver & GarageBand.
With your loops, just find the one you want, copy it to the clipboard with Command-C, move to the Regions area, & paste with Command-V. No need for all that dragging & dropping.
