Okay, I have found the secret.  Thank you, Tim, for confirming that it can be 
done and that my methods were correct.  I have found that, when editing a 
value, I have to change the "Between" to "All Day" and then back to "Between."  
This, I guess, resets it and I can enter the times as normal and it works.

Thanks for the help in ending this thoroughly frustrating experience!
