Odd. That worked for me a couple of weeks ago. The person you tagged has to be on your friends' list, i'm pretty sure.
as for command-line, it's a php script and not for the faint-hearted. I don't use it much, but sometimes when I just want to do a quick check of my newsfeed or do a drive-by post.
