I don't think so. The hardware diagnostics are supposed to run independent of whatever is stored on your hard drive and such. They would need to load some shell of OSX to get speech and load up voices from the hard drive. The hardware diagnostics should be running at a level lower than that to directly touch the ram, video, sound and other subsystems.
