On OS X I've successfully reordered sheets in the sheet navigator with the standard VO-comma and VO-shift-comma/period. I do this often enough, but as it can take several tries I now always try to create the sheet in the right place to begin with. Sometimes when using the VO drag and drop commands its best not to be too ambitious and only try and move it one space at a time.
To move a table in OS X: Navigate to the table and jump to the format inspector with VO-J; Select "Arrange", jump to the last item and interact with the scroll area; Navigate to position and adjust the X and Y coordinates as desired.
