I don't think you can, it is how the Nuance voices handle things. This is 
exactly why I think the VO pronunciation dictionary needs to handle regular 
expressions with groups.

Match: $\$(\d*)
Speak as: (\1)" dollars"

There, done. You can see how this could extend to cents, or other currencies.
