Hi, Didn't I just answer this exact question over the weekend? You cannot in Safari, click on a pdf link and have it open in preview. This was deprecated in Safari version 7, maybe even 6.1. This is done by a helper app database in safari. The technical way to set this preference was via this command in terminal: defaults write com.apple.Safari WebKitOmitPDFSupport -bool NO
This preference is no longer supported. Absolutely do not enable Safari to open safe files after download. This is a huge security risk. In fact, Apple should be ashamed they enable this by default. Turn it off and keep it off. The finder's Get Info and open with setting has absolutely nothing to do with the initial question. That only affects files in the Finder's open API (e.g. Double clicking the file or command O). Again, the easiest solution I am aware of is to have Safari open the PDF in the safari browser, and then contextual click on the pdf and open in Preview.
