You must be signed up as a developer. However, nothing says you need to actually develop apps. So yes, you need to tell Apple you are a dev, but you don't actually need to be. That said, it can be a bit daunting to go through the beta installation process/downgrading back to iOS7 if things don't work out, so keep that in mind.
