Yes, there is a pane in System Preferences that gives you options for what 
happens when you insert various types of cds and dvds. However, at least in 
Mavericks, unless you still have a built-in cd/dvd drive, that pane only 
appears when you attach an external cd/dvd player/burner, which I just 
discovered when trying to answer this question; I had just assumed that pane 
was still there. It appears to me that it isn't necessary to actually have 
anything in the external drive to make the pane appear but I don't know whether 
or not having a cd or dvd in the drive changes the options in the pane; I would 
think it doesn't. Of course, if you still hav a computer with a built-in drive, 
the pane will be there also. So set your preferences in this pane and then make 
sure in finder preferences you have the box checked for cds and dvds to show in 
finder and I think this should meet your need.
