Really? I used that feature for over a year (well, I still do, but I no longer use Google for Mail) and it worked perfectly. I think you must first enter the name of the device or app, just as personal reference, before the Generate button will become available. The label for the text field is long and is identical to the preceding paragraph, so you might just be missing the text field altogether, thinking it is just more text.
