No, you mustn't use Finder at all to do this, and I think that's where your 
problem is.  If you can read the original DVD fine, then you can do all the 
steps in Disk Utility.

Start with the source disk inserted, and select the volume on the disk in the 
table.  Choose File > New > Disk image from [volume name].  Make your image, 
using DVD/CD image master as the type, and you'll end up with a .cdr file.  
When finished, eject that disk.

Put in your target disc.  In the toolbar of Disk Utility, push the Burn button. 
 Select the image that you just created, and burn your new DVD.  You should now 
have a copy.
