In the Services table, select the File Sharing row and be sure it's checked. Stop interacting with that row and VO-Right Arrow to the Options button. ONe of the options is the "Share files and folders using SMB (Windows)" check box. Check this box. Then press Enter to activate the Done button, close System Preferences, and you should be all set.
