Yes,you are covered by the NDA, which should have appeared when you first signed up for the program. You can discuss only features that were already discussed at WWDC, but nothing else. So, new features, bugs, annoyances, anything you run into while testing are to be kept silent, unless you can find a WWDC video demonstrating the exact thing you want to talk about. Obviously, bugs and other feedback are fine to share with Apple, through the Feedback app installed with the beta. For public forums, though, it's safer to just not say anything at all, I figure. As to the clean install question, this installer will act like any OS X installer. You can toss it on a thumb drive, put it on a new partition, all that. It is a beta, but the underlying install process is the same as Mavericks, as I expect any OS X install will be for the near future.
