In Windows, delete temporary files (disk cleanup), defragment, and then shrink. Shrink is done using the VMWareToolboxCmd tool from the command line, because for some stupid reason VMWare removed the control panel applet from the tools. Shut down, and finally clean up the VM using Fusion.
