Interesting, I do get totally stuck at the far end of the menu. What about if you press return to open the menu so that you are keyboard interacting with it using cursor keys, do you lose all VO navigation then? You'll have to restart VO to get it back, after closing the window, if you try that.
Do you use VO to move the mouse pointer with your VO cursor? I do this, and perhaps it is the cause. I find that it helps me navigate some web 2.0 nonsense where mouseover triggers expanding menus. Just checked--yep, turning this off restores navigation.
