Yes. In Text Edit, just put the file anywhere in Dropbox. On your phone, open the Dropbox app, find the file, and use the "open in" button to choose an app to open it. I think Pages can hook into Dropbox directly, but I could be wrong about that. Worth looking into anyway. The problem with this is that the copy Pages imports from Dropbox will be just that, a copy; you'd have to save it back to Dropbox to have the changes sync.
