Hi, Depending on your keyboard, you may have to press Command-FN-F5. Try Command-F5, and if that doesn't work, try again adding the FN key. A tutorial will help you learn basic VO navigation.
It's also possible you won't need to turn VoiceOver on at all. When I turned on my Mac Mini for the first time, there was a prompt to select a language, and VO said "English." Once I selected a language, VO said to press one key to continue using VO and go to the tutorial. I pressed the key it said, and everything worked.
