To your first question

No, it is not necessary to restart any of the Macintosh computers  
unless an update requires it. Mine has been on for at least an entire  
month now without a restart, and it works perfectly fine as if it had  
just booted up.

Secondly, keeping your iPod Touch connected all the time should not be  
a problem. In fact, it'll probably benefit you if you have been using  
it. I believe it will charge it.

Third, in my case it has always seemed using the regular VoiceOver  
navigation keys (Vo-left and right arrow) work better. I have noticed  
that with some pages, using the up and down arrow keys doesn't always  
work, so I would recommend the VO approach. You can use shift-up,  
down, left or right arrow to select lines and characters respectively  
on a web page. Holding down the control key in conjunction with either  
shift-left or right arrow will highlight from your current position to  
the beginning of a line, or the end of a line, respectively. This  
seems to be working in most areas where there is a text field, or HTML  
content. For some reason, it's not always possible to navigate by  
utilizing the arrow key approach, however.
