None that I am aware of as Voiceover does not really have application specific options unless you set them up with an Activity in the Voiceover utility. However in relation to Dashboard I sternly recommend consulting David Woodbridge's Podcast on the Podcast Widgets which you will find on the Apple Vis page. Note to read the comments as some keystrokes demonstrated in the podcast are outdated and need updating. In relation to general apps what I normally do is initially search through the Menu Bar where hopefully you will find keyboard shortcuts, where they exist, annotated after each menu option. You could create a file in Text Edit listing these shortcuts by using the last phrase copied to pasteboard option in Voiceover, that is Shift VO C.
