It isn't necessary to do anything to bluetooth, as I understand it, to do 
handoff. They have to be signed in to the same iCloud account and they have to 
be connected to the same wifi network but there is no bluetooth pairing 
requirement. Beyond that, why they may sometimes work together and sometimes 
not, I don't know.
