I believe your home directory Library folder is hidden by default. Here's how to make it visible. This started with Lion. In Mavericks there's a setting to toggle this folder's visibility but in Mountain Lion it's a bit more challenging. If you just need to access it once in a while, maybe the easiest thing is just to go to terminal and type
open ~/Library Note the tilde slash in front of library.
