Hi, Yes, I get the same thing. Interestingly enough, VoiceOver automatically interacts with the item I'm moving to. That does get a bit confusing, and I ended up finding it kind of hard to get back to the text of the note in question. Reading it isn't a problem, but VoiceOver behavior in general leaves a lot to be desired for sure. it can be done, but for me it's a rather painful process, unless you leave the VoiceOver cursor where it is when you write the note or want to read it. As long as you don't move it and just arrow up and down, you're fine. At least, I am. I think the issues occur when you attempt to move away from it.
