It happens with me regularly. Sometimes the delay is longer than others. I wonder if it depends on how recently you’ve opened that type of file in a different application, or how many applications you have that can open that type of file.
Also, interested in whether anyone with good vision can tell whether the delay affects the GUI or just VoiceOver.
