I just tried it, not all the way through because I'm not trying to gift. when I did vo-space on the popup and then went down to the gifting option and closed with vo-space, a window or dialog came up where I could fill information in and then there was a next button. It did take a few seconds for it to come up or for me to realize what was happening. If that isn't happening as far as you can tell, you might try doing vo-f2 twice to see if a window or dialog has come up but you aren't being focused there with vo. If it's a dialog you may even want to do vo-f1 twice to cover the bases.
