I am not sure it is a good  idea to use the Desktop, especially as these apps 
are already on your dock for easy  launching. Just press VO D to bring up the 
Dock, press M for mail and then press enter. Similarly for safari press vo   D 
and  then S and press enter again.

Also if you turn on applescripts and commander in VO Utility right option M 
will launch Mail and right option S will launch safari

If you really want to put these apps on the desktop, which is probably a bad 
idea as multiple items on a crowded desktop will  slow the loading  of your .
..

1. Go to desktop with shift VO D.
2. Bring up Applications folder with command shift A.
3. Interact with folder browser and locate Mail. 
4. Press command L to create an alias of Mail.
5. Press Command C to copy the alias file.
6. Bring up Finder Desktop with command shift D.
7. Press command V to paste the Mail alias to the desktop.
