I just verified in 10.9.5. I changed my 24 hour clock in Language and Region, and then went to the next message in the message list and indeed the time changed from using PM to 24 hour notation. Were you noticing the time in the message itself, or in the list of messages. For a short while I changed my Calendar to “Hebrew” dates but I found that a bit annoying.
