No Mavericks did not behave like this. If you listen to some of my Maverick Safari Podcast you will hear how this is actually an invaluable feature of item chooser whereby you can quickly access parts of the Safari Toolbar which are otherwise awkward to access.
However what I think you may have done in the past is hide the Toolbar in Safari which will of course hide these options from item chooser as well. You can do this in Yosemite as well.
