Hi, I've just tried to move a folder in my mailboxes table, and I've been successful.
I focused vo on the mailboxes list. I then interacted with the list and vo+down arrow to the mailbox i wanted to move. Once focused on it, I pressed, vo+coma, Vo told me that the mailbox was marked for dragging. I then vo+up arrowed to the position roughly where I wanted my mailbox to be. I then pressed vo+shift+fullstop. I heard the familiar wooshing sound of the item being dragged and bingo. By the way, I use classic view in Mail. Hope this will help.
