Dunno if I would trust this, at least the installers I found were from 2009:

https://xiph.org/quicktime/

That said, I checked my Library/Components and found the Xiph install I did years ago is still there after umpteen upgrades so I guess it doesn't hurt anything. Assuming it works at all, installing in Library/Components should be system-wide while installing in /Users/youraccountfolder/Library/Components would make it work only for that user. That said, not everything uses the QT playback engine and some players 'help' you by not attempting to open 'unsupported' file types, which they thing includes ogg. If I recall correctly, when I last tried this I had to use a helper app which set the filetype on ogg files so players would touch them and I think I never did get iTunes to work quite right. You can check the archives of this mailing list for details. I still have the Set OggS helper app in my utilities folder which says it's Copyright 2006 Copyright 2006 Arek Korbik. Seems like it's still here at:

Hello there,

I am trying to install XiphQT extensions so that I can play ogg files. I’d
prefer it be system wide but I am uncertain on how to do this and I feel that
the realm instructions are just a bit vague. I know that I have to install
this in Library/Components but do I have to make other directories or is it
going straight in to that folder?

I am trying to install
