I do not know about foot switches but have a suggestion which may help in the 
meantime.

1. open iTunes and start the audio recording of dictation in that app.
2. Press FN F8 to pause the playing.
  
3. Open TextEdit or whatever   Word Processor you are using.
4. I would recommend adjusting typing echo to none or words to reduce conflict 
between Voiceover audio and dictation audio using VO V for verbosity.
5.  Whilst in TextEdit press FN F8 to resume the dictation and start typing in 
TextEdit. Press FN F8 to pause the dictation at any time. 
6. You may want to consider changing Function keys from software to hardware in 
system preferences  to make this even easier by a  press of the F8 key.

This is much  more efficient than command  tabbing between TextEdit and iTunes.
