I believe I found a simple solution that does not require scripting, but will require a bit of confirmation. When I set a hotspot to an item in the menu extras area, it appears the hot spot canstill be read with voice over command # where # is the number of the hot spot.
It might be that the hot spot would need to be reinitialized to maintain the location as VoiceOVer seems to not work hard at remembering hotspots. So while TimeMachine is running a backup, go to the menu extras area and open up the TimeMachine menu and click VO-shift-5. Then on occasion do a vo-command-5 and see if it continues to read back the backup status.
