That’s how it is supposed to work, with the arrow keys alone navigating only 
the  items selected by the filter you apply, and VO arrow keys navigating all 
table items regardless of filters.
 As far as the predicate question, VO shift click is the mouse click combo, so 
I wonder if you have “mouse follows VoiceOver cursor” set in the VO 
utilities/navigation pane. That doesn’t explain why plain old VO spacebar won’t 
do the job, and enter alone often doesn’t work in many dialogs. Can’t help 
really with this Q, but the Arrow keys thing is definitely acting as it should.
