Hello May, Tabing is not the best way of navigating websites or anything else on the Mac with VO. In SL, you can now use Quick Nav to go through everything on a website or in a window using just one hand. You can also have VO read the whole web page as soon as it opens. You configure this in VoiceOver Utility under Web.
You can also set a short-cut in Keyboard Commander to toggle between DOM and Groups mode for web browsing. You also have the Web Rotor which gives you even more flexibility when navigating Web pages. I've just scratched the surface of what's available to you, but you can find out more useful commands by pressing VO-H twice and examining the various commands menus. Tabbing around is a good way to miss a great deal of information.
