What you need is Taco HTML.
It's in the Mac App Store.
I'm sorry, but I do all my coding by hand when it's needed, so I really
unfortunately can't offer you really much help on how to use it. I do
however know that there are some blind people using Voiceover who have used
it and state it is totally 100% extremely accessible.

Yes, I could use Textedit but I want one with some kind of support in terms
of html code. It’s much easier to write links for example to just click on a
button and fill in the title.
