Yes, and they work well. The problem is that this expanded dictation feature doesn't play nice with VoiceOver, and you will not have speech feedback while you use dictation. In theory, you can hit the function key twice, wait for the beep, then say "Open TextEdit" and start dictating your message. You can speak menu items, on-screen button names, and more. However, since you can't easily get voice feedback (hit function again until it stops listening, then VO will return) the utility of this feature is currently limited.
