Do you already have the video files off the DVD onto your computer? If so it seems like the free handbrake video encoder should be able to do what you want. Tricky part will be deciding what you want thrown away. If you're going to burn it to another DVD you'll have to keep the frame rate and resolution the same so that means just harder compression on the video.
