Not exactly.  It all depends on when you purchased your Mac.  If you had 
purchased iWork 09 in the past, or if you purchased a newer Mac, then Pages, 
Keynote and Numbers come free of charge.  If you have, for example, a 2011 
MacBook Pro, these are still purchase items.
