Exactly, you need iTunes open if you want to access any media at all that isn’t in the cloud, just as you need iTunes to sync to iOS for anything that isn’t in the cloud. Even remote file servers are not supported. That means anything not from Apple can’t realistically be supported, the biggest exception being iTunes Match where you upload your own music to Apple’s cloud. There are very limited apps, for example you can’t watch BBC iPlayer without the use of an iOS app and AirPlay.
So, if you use iTunes for your purchases, or watch lots of Netflix, it’s great.
